Current Responsibilities:
Ms. Wilhelmina M. Manzano is currently the Senior Vice President & Chief Nursing Officer (CNO) for New York-Presbyterian (NYP) Hospital and HealthCare System. She is responsible for providing nursing leadership throughout the organization to ensure integration and implementation of initiatives that promote innovation and excellence in nursing practice. She works collaboratively with NYP’s senior management team, physicians and leaders from other disciplines to enhance patient care and service delivery outcomes. She has responsibility for nursing education, quality and research and leads various initiatives on nursing leadership development and advancing patient-centered care (bedside strategy).
Ms. Manzano is also the Senior VP for Operations at the Allen Pavilion where she is responsible for hospital operations of 212-bed community teaching hospital that provides a full range of primary and secondary services in both inpatient and outpatient settings.
Prior Experience:
Ms. Manzano was the CNO & Vice President for Patient Care Services at NYP/Columbia University Medical Center prior to becoming Senior VP & CNO for the Hospital and HealthCare System in 2004. In her previous role, she had administrative responsibility for nursing, social work, respiratory therapy, and the admitting, discharge, and billing departments.
Prior to joining NYP in 1998, Ms. Manzano held leadership positions at several New York area hospitals including The Mount Sinai Medical Center, Lawrence Hospital and Beth Israel Medical Center. She is outcomes-driven and her successful track record of building and maintaining strong, positive relationships with staff at all levels is well recognized.
Education, Awards and Professional Affiliations:
Ms. Manzano earned her Bachelor of Science Degree in Nursing and her Master of Arts from New York University. She attended the Johnson & Johnson-Wharton Fellows Program for Nurse Executives at The Leonard Davis Institute of Health Economics, The Wharton School, University of Pennsylvania.
Ms. Manzano is a Fellow of the New York Academy of Medicine and is a member of various professional organizations, including Sigma Theta Tau Honor Society, AONE, Greater New York Organization for Nurse Executives (GNYONE), and Philippine Nurses Association of New York Incorporated.
She has presented nationally on a variety of topics, such as nursing workforce strategies, organizational leadership, cultural transformation and leadership development.
She was a 2006 regional finalist for the Nursing Spectrum Nursing Excellence Award on Advancing and Leading the Nursing Profession.
Felita M. Hugo, Nurse Practitioner, is a proud graduate of the University of Santo Tomas, College of Nursing in Philippines. To her family, friends and colleagues, she is simply known as Fe.
With over 20 years of nursing experience, Fe has continued to strive for nursing excellence. She has held various positions in the critical care settings at Beth Israel Medical Center (BIMC) in New York. As a staff nurse to nurse leadership position, she has been actively involved in hospital-wide committees, such as standard of nursing care practice, nurse-preceptor program, development of a critical care flowsheet, quality improvement studies, and BCLS instructor.
In 1989, Fe was one of the pioneer nurses involved in opening the Cardiac Surgery Intensive Care Unit at BIMC. She helped design the unit, develop policies and procedures and train nurses in the post operative care of open heart patients. Throughout her career, Fe has clearly shown her dedication to higher education while expanding her own versatility and nursing skills. In 1995, she completed her Masters of Arts degree at New York University with concentration in Acute Care of the Adult leading to a Nurse Practitioner degree.
As a Nurse Practitioner, Fe has mastered her skills of an advanced practice nurse in several subspecialties both in in-patient and out patient settings; including, Rehab Medicine, Spine Institute, Thoracic Surgery, Pain Medicine and the Post Anesthesia Care Unit (PACU). Fe has been exemplar, consistently demonstrating her meticulousness in patient care, work ethic and aptitude for clinical medicine at its highest standard.
Fe’s outstanding professional record is complimented by her wonderful personality. She is friendly, mature, and well-liked by patients and colleagues. She is known by her colleagues as a “great resource person, always available to lend a hand.” She is the so-called “troubleshooter” in crisis and emergency situations. Her philosophy is that education is a source of empowerment for nurses to achieve excellent patient care. She has been a source of inspiration for her colleagues and advocates for pursuing higher education.
In summary, Felita is
deserving of this years'Award for Excellence in
Nursing Practice. Her extensive
critical care and leadership background coupled
with her depth of knowledge, high degree of innovation
and strong sense of commitment inspires others
to achieve the highest quality patient care and
to improve nursing practice.
Noemi Gandeza, RN, MSN, is an active member of PNA-NY, Inc., and has been a loyal supporter for many years. She has held various positions during her nursing career. Her early nursing career took her through staff nursing in the Oncology units at St.Joseph Hospital and Northwestern Memorial Hospital in Chicago, Illinois; in the Cardiothoracic/ICU at Cornell/ NY Hospital in NYC; in MICU/CCU at Lincoln Hospital in Bronx, NY; in MICU/CCU/Trauma at Mary Immaculate Hospital,Jamaica, NY and ICU at VAMC ,New York Harbor Health Care System.
Noemi received her Bachelor’s Degree in Nursing from the University of Santo Tomas in Manila, Philippines and received her Master of Science in Nursing at Lehman College, City University of New York. She holds certifications as ACLS/BCLS Instructor for nurses .She is a member of AACN, ENA ( Emergency Nurses Association) and PNA-NY, Inc.
She is a highly productive and valuable member of the VA New York Harbor Health Care System ( NYHHCS) Patient Services Education Team, for the past 8 years. She started as Nurse Educator of the St. Albans Campus which is a Nursing Home Facility. After 2 years, she was transferred to Brooklyn Campus which is an acute care facility, where she is currently the Nurse Educator in the Critical Care Units. As an excellent educator with a professional expertise, Noemi has widely contributed to improving the way nursing education is impacted. Her works involved the development and implementation of various educational activities that affect patient outcomes through programs and performance improvements. She develops and updates policies and procedures to improve nursing practice and patient outcomes. She consistently reviews processes for computerized patient documentation including training and performance improvement of staff and systems. She develops educational programs related to orientation, training in services necessary for maintenance of knowledge and clinical skills of nurses. She consults and collaborates with management and medical staff regarding evidence-based practices in critical care nursing and is actively involved with training and program development for Critical Care areas.
Noemi is a strong advocate for nursing. She serves as NYSNA Nurse Planner for Brooklyn VAMC. She serves as a Nurse Representative to the Internal Review Board for Human Studies and Research. She is a member of the Magnet Committee and is actively involved in the preparation process for the Magnet recognition status of the New York Harbor Health Care System. She has written for various publications. To mention one, she was a co-author on a publication, entitled “ Integrating Traditional Beliefs and Modern Medicine: Filipino Nurses’ Health Beliefs, Behaviors and Practices” published in 2004 in Home Heath Care Management and Practice magazine.
As a member of the NYHHCS Patient Services Nursing Education team, Noemi continues to receive excellent accolades and reviews for her teaching ability .The staff members attending her educational programs are highly enthused by the passion she projects in the classroom and in the clinical areas where she regularly makes her rounds to ensure what was taught is transferred to actual practice to achieve quality care management along the continuum of care. In a true sense, she is a nurse educator of highest caliber.
Noemi Gandeza has set an example for nurses through her dedication to teaching and has continuously pursued her passion for education especially in the arena of nursing.

Award
of Excellence in Community Service
Victoria Dumlao-Tancio, RN, MA
Victoria
Dumlao Tancio, RN, MA, is a nurse manager, clinician,
author, lecturer, mentor, holistic healer, Eucharistic
Minister, hospice volunteer, cancer survivor,
champion fund raiser, and a great humanitarian.
She has given her talent, time, money and her
passion to help others regardless of race, color
and creed. She has been active in the Filipino
community specially in coordinating religious
events and projects for the poor and the homeless
in the Philippines and New Jersey.
Ms.
Tancio received her BSN degree from San Juan De
Dios College of Nursing and MA from Teachers College,
Columbia University. She has been a Holistic Medicine
Reiki Master trained by The Usui System of Natural
Healing since 1996. She is also a 2004 graduate
of the Christian Foundation for Ministry, Archdiocese
of Newark, NJ.
As
a gerontology clinician, she is a co-author of
a chapter,” Caring for the Elderly With
Urinary and Bowel Problems” in Home Care
of the Elderly by Zang and Allender.
Vickie
or Betty, as known to her friends and colleagues,
is an indefatigable coordinator of many successful
community events. To name a few, she was Hermana
Mayor of the Sto. Nino Buklod Group in 1989-90,
Co-chair of the World Marian Peace Regatta: A
Eucharistic Celebration (Sept. 11, 1999) held
at Battery Park, NY, Coordinator, A Day of Prayer
and Pilgrimage, World Apostolate of Fatima Shrine
(May 28, 2006) and Chairman, Philippine Day at
the Hebrew Home for the Aged, Riverdale, NY (May
2002).
As
a believer and practitioner in other wellness
modalities, she founded a Healing Center in Leonia,
NJ where people can learn Reiki and Therapeutic
Touch. She started a Wellness Center where she
practiced Reiki and Holistic Healing after work.
She has lectured on both subjects at the Women’s
University (Philippines) and at the PNA-NJ21st
Annual Convention.
Ms.
Tancio’s gifts to her community and profession
have been recognized. In 2002, she was a Nominee
for National Nurse Hero, Nursing Spectrum and
the American Red Cross, a Nominee for the Flor
Carmeli Award for excellence in service to the
elderly by the Avila Institute of Gerontology,
a Co-recipient of the Vision in America Award,
International Channel Networks, International
Immigration Foundation, United Nations NGO-ECOSOC
and given a Certificate of Merit in recognition
of outstanding achievement in voluntarism by Senator
Nicholas Spano. In 2004, she was an Awardee, Outreach
Program for the Needy and Underserved, Church
of St. Andrew, NY presented at St. Patrick’s
Cathedral.
The
2006 PNA-NY recipient of the Community Award has
used her spirituality in the practice of her profession
and in the service to her fellowman. She truly
embodies the image of the Filipino nurse.

Award
of Excellence in Nursing Research
Cecilia D. Alvarez, DNP, RN
Dr.
Cecilia Alvarez is the Director of Nursing Practice
at North General Hospital. She is this year’s
research awardee. Her research interests involve
nursing workforce issues, nurses’ job satisfaction
and patient outcomes. Her research on Nurses’
Job Satisfaction and Patient Outcome was accepted
for presentation at North General Hospital’s
6th Annual Research Day. She was selected as one
of the few researchers and the only nurse to give
an oral presentation. She has organized North
General Hospital’s first Nursing Poster
Presentation to highlight nursing researches and
performance improvement activities. She wrote
a proposal in collaboration with 1199 members
that enabled the hospital to receive a Recruitment
and Retention grant.
Dr.
Alvarez has supported research in her previous
roles as a Clinical Nurse in the Coronary Care
Unit, as Clinical Nurse Manager in a Medical/Telemetry
Unit, and as Nursing Director of the General Clinical
Research Center at the Mount Sinai Medical Center.
She received her bachelor’s degree from
the University of the Philippines, her master’s
degree from Columbia University and her Doctor
in Nursing Practice degree from Case Western Reserve
University. She is currently Adjunct Assistant
Professor at Case Western Reserve University.
